Foreign student vs Pakistani student

Aslam o Alaikum sir
I want to ask a simple thing that a student who completed his BS CS degree from any foreign country like Germany and one who completed from Pakistan. Can Both be equal…..Can both have equal skills(not just related to computer but all for upcoming life)…….Can both have equal worth….. please tell as soon as possible
Because people says that foreign universities have high level quality and they have different (better) method of study
